Creativity, play and enjoyment
The fifth house is read through creativity, play, enjoyment and personal expression. Tradition also includes children and romantic interests. It does not establish whether someone will have children or how a pregnancy will develop.
Read the cusp and its ruler
Read the cusp sign, its ruler and any planets in the house. A Libra cusp leads to Venus. An empty house does not mean a lack of creativity; its ruler remains part of the chart.

The starting cusp belongs to this house; the next cusp belongs to the following house. Numbering continues across 360° back to 0°. A different house system may assign the same planetary position to a different house.

The fifth house concerns personal contribution; the eleventh concerns participation in a community. Creating something and sharing it with a group are related but different actions.

No. A house remains part of the chart even without a planet in it. Astrologers also examine its cusp and ruler.
