Home and private foundations
The fourth house is associated with home, origins, family surroundings and private life. Schools differ in assigning parental roles, so do not assume it must describe one particular parent.
Read the cusp and its ruler
In quadrant systems the fourth cusp coincides with the IC. In equal and whole-sign systems the IC can fall within another house. Establish the system before reading the cusp and its ruler.

The starting cusp belongs to this house; the next cusp belongs to the following house. Numbering continues across 360° back to 0°. A different house system may assign the same planetary position to a different house.

Keep the neighbouring ideas separate
The fourth house places private foundations opposite the public role of the tenth. These are different areas of interpretation, not a choice between a good home and a good career.
